What Is a Mainland Company?

A mainland company is licensed by the relevant emirate's Department of Economic Development (DED) and can operate anywhere in the UAE without geographical restrictions. Mainland licences are issued for specific activities, and the range of permitted activities is broader than what most free zones offer.

Since the 2021 amendments to the UAE Commercial Companies Law, mainland companies can now be fully owned by foreign investors in most business sectors, eliminating the previous requirement for a UAE national to hold 51 percent of shares. The cost difference between free zone and mainland setup can be substantial. Free zone packages typically start lower, with promotional offers frequently available. Mainland setup generally involves higher initial costs but provides unrestricted market access. When budgeting, consider not only the first-year licence fee but also renewal costs, office rent, and the expense of maintaining visa holders on the company's sponsorship.
