Can I Import Without a BIS Certificate?
This is a common question for importers, traders, and brands planning to enter the Indian market. The short answer is it depends on whether the product is covered under mandatory BIS certification. The first step is to identify the applicable Indian Standard (IS) and determine whether your product falls under the ISI Certification Scheme (license-based certification with factory surveillance) or the Compulsory Registration Scheme (CRS), which mainly applies to electronics and IT products.
If your product is listed under a Quality Control Order (QCO) or the CRS product list, import without a valid BIS license or registration is not permitted. Indian Customs authorities routinely check BIS compliance, and shipments without the required BIS approval may be detained, rejected, or ordered for re-export or destruction.
To ensure compliance, clearly define the product scope by listing models or variants, technical ratings, and safety-critical components. Prepare a complete technical and regulatory dossier, including product drawings and specifications, bill of materials (BOM), safety declarations, user manuals, quality system records, and labeling artwork that correctly references the applicable IS standard.
Testing must be conducted at a BIS-recognized laboratory. Finalize sample quantities, testing timelines, and report formats in advance, and confirm whether representative models can be used to cover related variants. While testing is in progress, complete the BIS application, arrange brand authorization if required, and—if the manufacturer is located outside India—appoint an Authorized Indian Representative (AIR) to coordinate with BIS.
Under the CRS route, once testing is successfully completed, test reports and documents are submitted online to obtain a Registration Number (R-number). Under the ISI Scheme, BIS conducts a factory inspection and requires ongoing surveillance and marking control procedures before granting the license.
After approval, imports must strictly comply with BIS marking and packaging rules—using the ISI mark with CM/L number or the CRS R-number along with the IS reference. Records must be maintained for audits and surveillance, and renewals and product changes should be carefully tracked.
