The CCTV camera market in Brazil is being transformed by the increasing fear of violence and the modernization of urban environments and infrastructure. Public sector investment remains one of the key drivers of demand. Other commercial applications include retail and logistics.

Here too, surveillance video is used in loss prevention and business intelligence as well as crime deterrence. Data shows that although many cameras used in corporate applications still use analog equipment (especially in smaller installations with budget restrictions), the use of IP equipment is on the increase. The process has been eased by the expansion of 5G connectivity available in Brazilian states, allowing high-quality, high-bandwidth video streams and cloud services for remote equipment control and management.

The solutions are predominantly based on AI and IoT. Today, it is already possible to understand that the market no longer wants just video records, but smart solutions capable of analyzing behaviors in real time, reading license plates automatically, performing forensic searches, among other things. Competition exists between global players and locally strong ones. While several global players offer high-end hardware with rich features, local players have better market share for customized solutions, lower-cost hardware, and after-sales local service and support.

Brazil is a complex regulatory and tax environment, and a large market for products imported from countries with meaningful electronics manufacturing hubs (mostly Asia and North America). This also entails additional logistical and economic challenges. The "Custo Brasil" ("Brazil Cost") factor is a multi-tier tax combining Import Duty, Industrialized Product Tax ("Imposto sobre Produtos Industrializados", or IPI) and the state-level VAT ("Imposto sobre Circulacao de Mercadorias e Serviços", or ICMS) that may add a considerable amount to the landed cost of imported security hardware.

Some manufacturers have worked around the "Custo Brasil" factor by taking advantage of the so-called "Ex-Tarifário" regime. Beyond taxation, INMETRO has specific requirements for conformity assessment of the safety and reliability of electronic security equipment, and often requires such testing and certification to occur in Brazil. Following the LGPD (General Data Protection Law) law that came into effect in Brazil, data privacy is another concern, and surveillance operators must strike a balance between necessary real-time coverage and legal compliance with regulations regarding the processing and management of biometric information. As a response, surveillance software designers employ a "privacy by design" approach by placing greater emphasis on anonymization techniques and encryption to meet legal requirements and preserve civil trust in heavily surveilled cities.
