How to Win Government Tenders with Udyam Number: 2026 Guide

In 2026, the Indian Government made it mandatory for Central Ministries and PSUs to reserve 25% of their total requirements from MSMEs Business. MSMEs need their Udyam Registration Number (URN) to access their reservation. Here is a full guide on how to apply for a government tender with Udyam Registration.

1. The "EMD Waiver": Bid Without Paying Security Deposits

Normally, when a company bids for a government tender, they must deposit 2% to 5% of the tender value as Earnest Money Deposit (EMD). For a ₹50 Lakh tender, that’s ₹2.5 Lakh locked up for months.

The Udyam Advantage: Under the Public Procurement Policy, Micro and Small Enterprises (MSEs) with a valid Udyam Certificate are exempted from paying EMD.

Action: When uploading your bid on the CPPP (Central Public Procurement Portal), simply select the "EMD Exemption" option and upload your Udyam Certificate. This keeps your cash flow free for actual business operations.

2. The L1 + 15% Price Preference Rule

In the world of tenders, the lowest bidder (L1) usually wins. However, Udyam-registered businesses have a unique "safety net."

How it works in 2026: If a large corporation is the lowest bidder (L1), but your MSME price is within the L1 + 15% range, you have the right to match the L1 price. If you agree to match it, you are legally entitled to receive at least 25% of the total order value.

Example: If L1 bids ₹100 and you bid ₹114, the department will ask you to provide the goods at ₹100 for a portion of the contract.

3. Mandatory Registration on the GeM Portal

In 2026, the Government e-Marketplace (GeM) is where the action is. You cannot sell a single pencil to a government office without being on GeM.

The Udyam Connection: Your GeM registration is now seamlessly linked with your Udyam Number.

  • Step: During GeM onboarding, enter your URN. The portal will automatically verify your MSME status, category (Micro/Small/Medium), and turnover from the Income Tax database.

  • Benefit: This gives you the "MSE" badge on your profile, which filters your products into "Reserved for MSME" search results for government buyers.

4. Relaxed Prior Experience & Turnover Criteria

One of the biggest hurdles for startups is the "Prior Experience" clause in tenders. How can you have experience if you don't win the first tender?

The 2026 Rule: Government departments are now encouraged to relax the condition of prior turnover and prior experience for Udyam-registered startups and MSEs, provided they meet the technical specifications and quality standards.

  • Tip: Always check the "Exemption" clause in the Notice Inviting Tender (NIT) document. If it's not there, you can formally represent your case using your Udyam status.

5. Free Tender Sets & Technical Support

Participating in high-value tenders often requires paying a "Tender Fee" or "Document Fee." For MSMEs, most Central Government departments provide these tender sets free of cost.

Additionally, through various MSME-DI (Development Institutes) and NSIC (National Small Industries Corporation) offices, Udyam holders get:

  • Free technical counseling for bid preparation.

  • Assistance in testing products at subsidized rates to meet tender quality standards.

3 Mistakes to Avoid When Bidding in 2026

  1. Outdated Udyam Data: Ensure your Udyam Certificate is updated with your latest FY 2024-25 turnover. If your turnover has crossed the "Small" limit into "Medium," you might lose certain MSE-specific exemptions. So avoid this mistake you have to update udyam registration

  2. Wrong NIC Codes: If your Udyam certificate lists "Manufacturing" but you are bidding for a "Service" tender, your bid might be rejected. Always keep your NIC codes diverse.

  3. Ignoring the TReDS Integration: If you win a tender, use your Udyam number to register on TReDS (Trade Receivables Discounting System). This ensures you get paid within 45 days, even if the government department delays the payment.

Conclusion

The journey starts with a valid, error-free Udyam Registration. If you haven't migrated your old Udyog Aadhaar or need to update your 2026 NIC codes, ensure your registration is compliant before the next big tender cycle begins.
